Some mods can make the Fiends overpowered and brute force the militia into non-existence with ease. The main goal of Extended NPC Loadouts is also for the purpose of easier mod support in regards to scripted levelled item integration, as well as combating balance shifts due to whatever added npcs, or overhauled NPC loadouts.
In comparison, New Vegas added 4 new armours for them, and yet only used is one (simple outfit) most of the time, beyond that almost all Great Khans use just a static weapon in their list: the 10mm SMG, though the RRC Khans use a slightly wider list of weapons that aren't static, but for their toughness are relatively shallow. The best example is the Great Khans, in Fallout and Fallout 2 they had a solid list of weapons and armour. Various NPCs and certain factions all use a standard loadout of armour, and weapons that are a bit disappointing and lack diversity.
Fallout New Vegas is a great game.but some of it's levelled lists aren't that great.
